This statute expressly authorizes the Department of State along with local and regional bureaus of citizenship and immigration services (parts of the Department of Homeland Security) to interpret the statute and to establish regulations that actualize the purposes of these interpretations. Maryland's version of these state departments may institute operational instructions, produce documents on policy and make administrative decisions that may in fact be used to influence future immigration rulings and proceedings.
